Referral Process for Cardiff and the Vale

 How to apply

Contact us for an application form or download one from our website and return it to us. Once you have submitted an application form you will be contacted by telephone by our student Support Services Manager to:

  • Agree who will fund the placement.
  • Inform you about our Person Centred Planning and Individual Learning Plans so that we can provide the most appropriate support to enable you to maximise your potential whilst you are with Vision 21.

If there is a need, our Health and Safety advisor will then contact you to discuss and personal health considerations.

To help you make the best choice of project, you can come and meet us for a chat and a project tour and if wished a short 'taster session'. We can then arrange a date for you to attend our 'Student Induction Programme'   

Vision 21’s referral form can be downloaded as a word document, that can be filled in on a computer and either emailed to: admin@vision-twentyone.com or filled in by hand send back to us by post.

Once you have submitted the referral form you will be contacted via telephone to:

  • Acknowledge receipt of your request. 
  • Agree how many days each week are required for training.
  • Agree the cost, (The cost is currently £33.52 per day in Cardiff & £33.85 per day in Newport).
  • Arrange a suitable time and date for our Health and Safety Advisor to contact you to discuss any personal and health considerations.
  • Arrange a date to attend our ‘Student Induction Programme’
  • Inform you about our Person Centred Planning and Individual Learning Plans so that we can provide the most appropriate support to enable the individual to maximise their potential whilst they are with Vision 21.

Induction Programme

Vision 21 offers a flexible Induction Programme from one day, to eight days over 8 weeks as required, prior to students starting any project placement. The aim of the induction is to assess each student's individual needs and aspirations at the same time as providing a welcoming and supportive introduction to Vision 21 and the range of projects available. The process helps to guide them towards making a well informed and appropriate choice of placement and helps to form their individual learning plan.  

The Induction course is accredited and each student who successfully completes the 6 to 8 week induction course will achieve an OCN certificate in ‘Personal Development’ at entry level.


Over this time we will aim to offer the students an informed choice and match the student to the placement that best meets their learning needs. We also work to develop Communication Passport's with each student which brings together infomation and experience, ambitions, past experience, likes and dislikes in the students own words, which is then available to support them throughout their placement with Vision 21.

Individualised Learning Plan (ILP)

We will work together with each student to develop an Individual Learning Plan and we will provide information and ‘taster sessions’ to introduce students to the range of Vision 21 Projects available.

Health and Safety Training Induction

We will additionally provide a Health and Safety induction to the world of work and aligned to specific project placements where applicable – (for example safe working practices in Catering: use of ICT equipment: safe working practices in Horticulture etc.)

Once the Health & Safety induction is completed students can attend the project that has been mutually identified as best suiting their training needs, for one or two days per week, occasionally more if appropriate, for an agreed time scale which will be reviewed regularly.


Students will have the option to transfer to other projects whilst on placement with Vision 21, and this process should ensure that students are happy in their chosen vocational and personal skills development training programme options. A mutually agreed meeting will be arranged with the student to discuss options available to them if they want to try something new.
